All music theory is just an attempt by people who can't make music like the talented artists, trying to write rules.
Even bpm isn't a good way to measure the speed of music. It's a correlation, not a causation that if you have more beats per minute then the song will feel faster but the actual speed of a song is something you feel. You can have a lot of beats but have a very slow melody and slow singing which would make for a slower sounding song.
You can write muh 4/4 in any way with the stupid notes and it doesn't change how it sounds because the only thing that matters is how you actually play it and people who make music play by ear. There is no actual real reason why any beat should be classed as 4/4. You can write the waltz as a 4/4 beat. You can write any beat as 4/4. The only difference it makes is for the person reading the note sheet who has no idea what the song sounds like and has to figure out what you are supposed to play just from a sheet of paper.
