That character is largely there to set-up punchlines, so you just make them dumber and dumber so they can get even more laughs. The problem is that at some point, it gets in the way of the joke and you start expecting them to fuck everything up. Plus it's not easy to write retards. Peter Griffin and Homer Simpson are supposed to be idiots, but they're way past functional. They weren't even idiots originally, they were just stubborn and foolhardy and kinda dim in some places, so making them idiots felt like the later writers didn't understand what made them work
