Maybe, personally I think part of the issue is that it didn't really escalate the intimacy between the protagonists to the point it should have to grab the reader and when it was finally getting to that point the author had no option but start developing the actual story and the side characters, one of the reasons why I think stuff like Shuukura is popular is because the author understood how to tease and gradually increase this element. On another side I think the artwork plays a part too, Usui has a hard time drawing teenagers and this was obvious in her two yuri serializations (on a side note, her het serialization also just got axed, so bad luck for her), I think it may have grabbed more readers if the difference in age was also more notable.

On another side, even if it got axed, the chapter to be translated hints a shitstorming everyone wants to see will happen in the final chapter.
