Honestly probably cross-gen, not like out of a principle of getting as much sales or anything but because Game Freak always drags their feet when it comes to moving to the next generation and the Switch 2 port of Z-A was probably easy to crank out because the Switch 2 already does a lot of innate brute force improvements. It took a decent few years for the DS, 3DS and Switch to get their first original pokemon gens after those platforms launched, and development on pre-HD platforms was speedy as hell compared to nowadays.
Pokopia is Switch 2 only because literally anybody not named Game Freak would know to haul ass to the next platform ASAP and also hire more fucking people.

Female Byleth and Edelgard had more a lot to work with than Leda and Theodora. Right from the announcement trailer, Edelgard softly saying "I will return here one day, my teacher. Promise me you won't forget me..." was enough to make artists and writers get to work.

On that note, I find it very unusual that literally nothing aside from that one video has come out about FW. 3H's reveal trailer came out in mid 2018 and the game released a little over a year later. Every once in a while a Direct has some random bullshit that's nowhere near completion as an apertif for future announcements. Metroid Prime 4 infamously with its later dev reboot and prolonged development, but even 3H itself was first teased in 2017 during the FE Direct(as a Switch Fire Emblem project) before its proper reveal. Splatoon Raiders is in the same boat at this point since it doesn't even have a real release year in Nintendo's last report.
Either way Nintendo likes to focus on what's coming out in the immediate future, e.g. Mario Wonder DLC, Pokemon Pokopia, Tomodachi, the fucking Mario movie etc. I don't think the radio silence around any other game right now is weird when they got way bigger players than Fire Emblem about to take the field.

I looked up the artist and he'd been around for a while, his oldest stuff is fairly rudimentary so he could plausibly just have improved. Or maybe draw and then touch up with AI.
Every AI image detector I tried immediately flagged it as AI with almost 100% confidence.
