It really depends on the faction, environment, and mission type. For example I'm a big fan of eagles and orbitals in normal conditions, but that can be fucked over by hive maps, bot megafactories, urban maps, and swamp trees. Generally you must have some kind of reliable form of anti-tank, a means to comfortably defeat all medium armored opponents, and a means of destroying all of the enemy spawners.

An example bug build:

Fucks over all of the basic/elite enemies, closes bug holes, and in a pinch can kill chargers/impalers/bile titans if you are truly desperate. It's shit vs shrikers though
>Talon
Infinite ammo handcanon. Something you can use point blank. Can kill stalkers with one headshot. Is ok at killing shriekers, but cooldown rate will limit the rate that you can kill tons of them
>Dynamite
Provides an extra means to kill bile titan holes. Also goes boom bigly.
>armor
Recommend medium armor for a balance of speed and survivability. You can take your pick between armors that give +Grenades for more dynamite, medic armor for more stims, or extra padding to better defend you from wombo combos.

Stratagems
>Quasar
Gives you a consistent means for killing heavies
>warp pack
lets you run circles around the bugs and ensure that you have room to use the quasar. Alternatively guard dogs/shield pack/supply pack also can help
>tesla tower/machinegun sentry
towers will fuck over bug spawns until a heavy shows up. Don't place it in breaches. Place it off to the side where it draws aggro and they need to walk a bit to get to it. MG if you hate tesla towers. MG sentry notably is great at killing shriekers. Both can cover your back while you're busy touching objective terminals.

Gives you periods of time where you can just rampage vs the bugs.

I think i understand (in part) whats going on with the random damage. Theres a possibility the game is somehow desynching damage or delaying it. I watched a stream and an eagle storm went right over them and they were fine. Seconds later, things explode and they die as they shouldve when hit. And this person was the host as well.

"Best" is subjective and dependent on the rest of your build, but it's unironically pretty high tier. The medium padded gives you medium mobility with the same survivability as heavy armor. A lot of attack combos that would instantly kill a medium player let you survive to stim with medium padded. That can matter a lot when your teammates are retards who can't be depended upon to call you in near your kit or provide any covering fire while you retrieve your kit.
