That's because moves are too fast to whiffpunish. While we can see 24f moves and block em in time, we can't whiff punish something fast. We have to backdash, expect they do a move, then just punish without knowing what they did. We just react to the movement.
Thing is, when you backdash to make space, you aren't reacting to twitches. Thus you can't whiff punish. And since you have no idea what they whiffed, you can't know if it has multiple hits or recovers quickly so it's best not to as that will get you killed.
We also can't sidestep and whiff punish a move correctly. We step expecting a move comes and when we see em twitch we do our punish. And sometimes they just did a jab which we can't see so we don't get a punish but instead eat shit.

The original is way easier, this >>563447019 clip proves it. Not being able to "move" while aiming is irrelevant because the enemies are extremely slow and extremely easy to deal with. It's extremely casual-oriented whereas the remake even shooting villagers in the face once isn't enough to stun them like in vanilla.
