Who cares, psychic terrain spam would have made it an op shitter mon. Levitate is decent on its own, its stats are more than good enough for OU it’s got literal Flutter Mane tier stats, it has encore for shits and giggles, it will be fine. Worst case scenario is that it’s not the most used Pokémon in OU.
This is all fanfic meta too, so let’s say Mega Delphox comes back in a game with abilities, it’s much more convenient to use Nasty Plot once in game and destroy everything rather than setting up psychic terrain.
