All of those issues are solved in teambuilding. Mega Evolutions are not expensive at all and isn't something you can bait out. It's simply something you accept and acknowledge in team preview. Tera changes your type which, for many Pokemon, basically turns them into something completely different. Both opponent's functionally are given one extra Pokemon and using that properly is necessary to win against an actual skilled player.

Yes Tera can be used to run dumb stuff like Tera Steel Gholdengo + Perrserker but not only is that basically built in to all the competitive Megas that Tera Steel also comes with actual drawbacks like Gholdengo now being able to get hit with Fake Out or using Tera yourself to out it and completely reverse the momentum.
