Muzzle it, put some footies on it so it can't claw the shit out of you, and put some little goggles on it for eye protection. Make a little harness for it and attach it to the attachment points for your leg straps.
Do it with a fake cat first to make sure you can fly it so when you have the real thing you're not having problems maintaining stability during the freefall phase.

Unfortunately, I fear that skydiving with Rupert may not be a very good idea - as cool as it is, I think Rupert would only find the experience stressful and terrifying even at best, and it would cause him unnecessary harm. I applaud you wanting to share the things you love with your beloved cat though - maybe consider other ways to bond with him instead?
Rumor has it if a cat has enough time to right itself and spread out their terminal velocity is lower than what it takes to injur them so beyond No gear required, just drop him and he'll be fine
