I'm a 23-year-old guy working a minimum wage job, and I feel really stuck. I want to find a girlfriend, but I honestly don't know how to meet women. It's hard for me to even picture myself in a relationship. The only thing I really want is someone who shares similar interests with me, but I don't know where to meet them. I honestly even thought of approaching girls in the streets.
I'm scared of ending up like picrel, and that fear has been weighing on me a lot. I could really use some advice or guidance.

You need to curtail not only yourself, but your hobbies very carefully, so you don't wind up even more a loser than how you feel right now. One DnD guy I know has a deadbeat stinky loser girlfriend who whines constantly about her miserable life, and she's as fat as a bean bag chair. You can clearly tell neither of them have sex since 10 years ago.
In any case, sex is mediocre, really. And I hate cleaning up after myself more than I have to in the mornings. You could just use porn if you're that weird about it, but don't seek hookers or sex carnivals.
Moderation is key to a quality life.

First, stop working minimum wage. There are plenty of jobs out there which pay more, don't need a whole lot of experience and are easier jobs than whatever you're doing.
As for meeting women with interests that you have. You'd have to make a dating app profile, list your interests, and browse until you see a girl who also lists those interests. If you'd rather try in person, that is harder, but if you live in a city with group activities relevant to your hobbies, you can go and try those things and maybe you'll meet someone.

Forget girls for a moment. You want to meet people of any genders who share interests with you. Get enough of them and some of them will be girls.
Ask yourself this: what are your interests? What sorts of people might be interested in that? Where would such people be likely to hang out?

What works is being confident and not expecting anything to result in anything. Ever.
You aren't investing your future into the conversation. You're enjoying a chat.
I talk to female strangers all the time. I just walk up, comment on something relevant, and if they laugh at my joke or engage, we chat.
Approaching strangers never once resulted in a date for me but I'm not great at closing. It was fantastic practice for talking to women though. It's literally easy.

Those are solid interests and you should pursue communities for them.
Also, you might consider stepping outside of your comfort zone and try other, more social hobbies sometime between now and when you're, say, 54.
It's uncomfortable trying new things.
It's more comfortable doing nothing.
Become comfortable with making yourself uncomfortable. It's like getting into a bath that's a little too hot. A little painful, definitely unpleasant, but after a moment you get used to it and can determine if you actually enjoy it or not.

There are book clubs, talks by visiting authors, library events, CC evening classes
There are writers' workshops in person or online, open mic poetry jams,
There are art shows, art workshops, galleries, museums, or just sit in the park drawing and wait for people to come chat with you
There are video game cons, trade shows, online communities, just hanging out at the store
Also look sideways. At least some people who enjoy gaming also enjoy manga, some readers also like theater or old movies, etc.
