If you asked for something and the langauge was

Would this not be an 2 sided request? And wouldn't the only answer be like a yes or no answer?

Kind of like a pastor marries and says -the legal authority invested in me- I now pronounce etc.

If i said if no longer in your possession or destroyed, provide a written statement identifying- the legal authority under which it was destroyed.
Does it put a fire under their ass having to confirm if yes or no, the record requested was destroyed lawfully?

Not the English law student but I think I understand you, maybe.
You're trying to get some document from somebody and they're saying they don't have it. And you want them to provide a legal explanation of why they don't.
Is that essentially it? (It really is NOT clear). If I'm close, then your second version is better.

Your statements are ill formed, no one understands your words, and you are ESL so legal wording in a foreign language is beyond you.
Consult a lawyer in the correct feild and pay them money to do the work.
