Terry Kavanaugh was one of the writers who believed JJJ was pure evil/should never be portrayed as a good guy with a blind spot in the form of his hatred for Spidey.

When the preliminary work got started on the Clone Saga (which would mean that the Daily Bugle would be sidelined indefinately ala JMS exiling JJJ and the Bugle from the book during his run), Kavanaugh decided to be a cunt and wrote a story where JJJ would kill Lance Bannon while wearing a new armor suit and get unmasked/sent to jail to permanently write him out of the title.

Sadly, the other writers and editorial found out what Kavanaugh was scheming and forced him to end the FACADE storyline with the villain escaping and their identity unknown, because JJJ was going to still be used in the Clone Saga via him paying for Peter's defense lawyers when Peter got arrested for a murder Kaine committed during the exact same period Peter was buried alive by Kraven.

There's a like a billion random characters with connections to Peter you could randomly make a villain. I feel like the better question is why this guy is also going after Brocks. Eddie doesn't really have a giant pool of supporting cast guys to pull from.
