Installing a bigger gas tank on a card will not make it go faster. Sure depleted glycogen will make your lifts go down but adding more glycogen throughout will not make them go up. If a muscle has 30g of glycogen and enough myofribrils to exert 500 N of force, it will still only be able to exert 500N of force. Changes in leverage from changes in muscle size in a 10 week period as in the study are likely nowhere near enough to significantly change the leverage each individual muscle has via the tendons in many cases. This is a retarded cope. Extremely retarded. At best it will let you do a couple more reps if you're lucky before the metabolic byproducts of muscular contractions stop you from being able to contract the muscle with that force. Sets to failure do not significantly decrease glycogen nearly enough for this to be a factor. You'd have to eat no carbs for a few days to see anything close to glycogen depletion.
Second you're ignoring the myostatin inhibition effect of testosterone. Less myostatin = more growth. The rare child with a MSTN gene polymorphism are more muscular and stronger than what they would be without the gene just because muscle growth is not nearly as limited with reduced myostatin production.

"Measurable" is limited by instruments. Moreover it ignores the reality that once can have an increase in muscle density with little to no increase in volume or circumference. In the long run you have to have more space to expand into. But in the short run, you don't need more space. To measure myofibril density you have to take a biopsy which is something that you really can't do unless you work at a hospital.

Extra cellular water weight changes is the only thing you could possibly and reasonably attribute to these significant increases in muscle volume or area and lean body mass from steroid use, but even that muhwaterretention cope is completely and absolutely BTFO by Shalender et al 2001 which corrected for total body water weight using underwater weighing and found that there was no statistically significant effect in any group, it's all muscle growth.
