Dieting down first would be a good idea from a health and aesthetics perspective. In the 40's and 50's (when most of the best bodybuilders in the world had smaller than 17" arms), they were mostly above 10%, 11-12% on stage when they dieted down.

Cutting and bulking like this is completely stupid and a waste of time anyway, just pick a weight to be and either eat more or less to get to that weight. As long as you eat mostly unprocessed foods and enough protein you don't need to worry about it any more than that. You don't need to worry about your body fat % if you are remotely normal and not a competitive bodybuilder.
