Doing this would mean some weapons are better than others.
For example in a Sword Brethren squad, they can have power swords or chainswords. Why have chainswords? Because they have an extra attack with it compared to the power sword.
Obviously this stems from equipment not having a cost, so a power sword cannot be a strict upgrade to chainswords.
I still equip everyone with power swords anyway.

They probably didn't intend for certain rules to be USRs at the start of the edition, but over time got lazy or uninspired and just kept re-using certain ones, like surge moves, so they're basically USRs except in name now. There is a reason why people avoid 4th edition codex, or just use a selection of them, because some where made with 5th in mind and 5th was the begging of the end for 40k.

There are also strange was hell situations like the old Witch Hunter codex.
Dominion Squad and Regular Battle Sisters squads are the same unit stat wise and rule wise.
The only difference is that Dominions must take a transport, can be taken in 5 instead of 10 like sob and the dominions can take 4 special weapons vs the 2 of the battle sisters.
For some fucking reason Dominion Special weapon cost way more than regular Battle sisters.
The only explanation I have is that since Retribution lost their heavy flamer and only battle sister can take it, GW solution for the multiple special weapon was to make it more expensive.

When characters had a single wound and bigger ones had at best 3 wounds. Plasma pistol could fuck you up if you kept shooting them all day every day. Not even in the slightest. Orks are extremely strong brutes and from what I saw, that melee combat played out about as expected. The sister (a regular human in power armor with a power sword and plasma pistol) fights with skill and tries to stay at range as long as possible while the ork is just raw power and refuses to die even when it should. It takes the power sword across the gut and then through the skull before it dies, but orks are notoriously resilient, and it shanks her in the side as it dies. The whole thing plays out basically like a Kill Team melee fight and ends about as one expects one of those might. Just defeating an ork in close combat is a feat for any unaugmented human, regardless of their gear.

The power sword kills the ork, but it keeps attacking even as its dying, because orks are tough as fuck and hard to stop. This is not new stuff, they've always been notoriously hard to put down. Losing a limb is basically nothing to them, and they can survive decapitation if a painboy sows the head back onto a body in time.
