TOS and TNG are unequivocally the best, I think all are in agreement there.
DS9 and VOY are really the ones eternally duking it out as “not TNG. third place.” DS9 is consistently good, VOY can be better but can also be worse. Notably though they both are strong enough to still stand on their own.
ENT is hard because overall, yeah, it’s lowest. But there are moments and episodes where you think wow this is better than VOY at its lowest (which can be often)

Well, I'm not an expert in cartoons from that era, but the good cartoons were voice acted by voice actors, with voices that were animated and exaggerated, probably to mask the stiffness of the actual animation. TAS voice acting is obviously done by a cast of not-voice actors. I remember it getting a bit better as it went on.
