I'm on season six of DS9 and after watching honor among thieves change of heart, and wrongs darker than death or night, am I wrong for thinking there seems to be a focus on this half of this season on episodes where nothing really get's resolved but that explores the characters? Like O'Brien fails at saving Bilby, Worf and Dax fail their mission, Kira doesn't really accomplish anything when she travels back. I like these episodes, but it's a pattern i've noticed.

The easy test of this is, look at almost any lead or secondary Starfleet character in isolation, and say "is this person a military officer" and the majority would pass as a no.

Most of our hero ships don't even have Tactical Officers, or have ones where that's a secondary role they play behind things like Chief of Security or Navigator
