Fusion summons were awfully hard in the first years of the game and Konami's solution was printing all those cheat cards like Summoner of Illusions, Metamorphosis and Magical Scientist. Yeah the Cyber Dragon into Dark Balter combo used to be infamous but it took Demise OTK to finally kill that card.

He was a mistake of a card. Literally one of the very first FTKs the game ever had next to Exodia turbo or Exchange of the Spirit.

In the case of Cyber-Stein, he had two main uses:
You'd either Summon Blue-eyes, Cyber End or Cyber Twin to OTK or you'd Summon Last Warrior or Exterio and auto win from that.

But one thing I will applaud the modern game for is finally fixing the Fusion mechanic so decks can actually Fusion Summon monsters as intended instead of cheating them out like in the boomer days.

It's certainly an improvement over having these cheat cards because the mechanic is simply that fundamentaly bad to use.

You have Lithium's CBC which demonstrates why certain cards got banned at any given point in time. In the case of DMoC, you could dump him with Painful Choice or Foolish Burial and then revive him back or you could use Monster Gate/Reasoning or use Allure + Dimension Fusion and in all of these cases, you get a free spell recycle and a 2800 beatstick which banishes anything it kills.
