Concoction is one of the worst legendaries, but its also just misused. Its a huge stat stick for both gun and spirit and that's the biggest benefit. You don't actually use the active unless you're already 100% sure you're about to die. Too many people get it and decide to suicide bomb but it just doesn't deal enough damage to be worth it, with the sole exception that it actually deals a lot of damage to the walker, so you can use it to secure a victory in a pinch.
