Is pic related a good exercise for building neck strength? bobbing your head up and down while your training partner applies gentle reassuring pressure to the back of your head?

Neck flexion is easily trained by doing neck curls with a weight on your forehead. Neck extension is much easier with a neck harness.

yes, all kinds of muscle showed up on neck but scm is the main thing, it's good to combine it with seated dumbbell shrug for complete neck aesthetics and health and function - keep yo chin tucked
course keep em separate the shrug and lean on head

that's the caricature u made bot to ridicule shrugs - one of the few worthwhile gym movements

apply pressure with straight neck & tucked chin, git neck :D and jaw muscles and head muscles - they all work in coordinated effort to keep head safe from jolts
