After that get something like Handbrake, it's the easiest to use and reliable. Webm is a container (think mp4, mkv, mov). Use VP9 for the best quality, VP8 is way faster but also absolute dog shit. If you want speed, use mp4 and AVC(x264). Make sure to remove any audio tracks from the audio tab, 4chan doesn't like audio.
Don't force 4k60 or some dumb shit, never gonna fit that into the 4mb file-size limit, aim for 720p30 or something solid and stable, makes it easier.

i mentioned i have that fatty ancient IBM one. theyre great but have some major downsides. mostly theyre insanely loud so if you live with anyone at all you get bitched at constantly, and second yes, cleaning them sucks. i pried the keys off once years ago and found a bunch of corpses of weird little fossilized bugs. i dont even know what kind, they looked like larva that tried to grow but starved to death. never cleaned it again.
